“You can’t be a beacon if your light don’t shine.” A favorite saying of Philip E. Carter Jr., who shone on many lives for 71 wonderful years, passing on January 28, 2018 surrounded by his family and loved ones, wife, Barbara (Roberts) Carter, her children Karen and Deb, Son-in-Law Mark, beloved granddaughters Lauren and Kathryn, and closest friends Bill and Melissa.  Son of the late Philip E. Carter Sr. and Alma (Shoustek) Carter, he is also survived by his nieces Kimberly and Karen.

We celebrate with the many memories and contributions he made to each of our lives. Born on January 26, 1947 and raised in famous “Curtis on the Bay” in Baltimore, Maryland, Phil’s life and adventures took him many places, but his calling was the sea. A professional calling under the water, as a diver and creator of sea exploration in his 42-year career with Westinghouse and Northrop Grumman Undersea Systems. Consistently happy on the water, as a fishing companion on many a memorable trip, with Jose or Alan, Mike or Mark, Mick and Betty, as mate, as captain, as teacher. His legacy of adventure will be everlasting in a destination called Hatteras, North Carolina to a life of beach driving, surf casting, exploring the back-alley sea shacks for the best deal on crabs, and never ending stories while passing the time satellite spotting the night skies.  We will miss you Phil, but we know for sure, when God cut the cloth for Phil Carter, he truly measured twice and cut once.
